By Rev. Luan-Vu “Lui” Tran, Ph.D.
Closing a United Methodist local church is not simply a property transaction. It is a pastoral and connectional process governed principally by ¶ 2549 of the Book of Discipline 2020/2024.
The key principle is:
Assess first, discern carefully, follow the proper connectional process, care for the members, and protect the property and legacy of the congregation.
1. Determine Whether Closure Is Appropriate
Under ¶ 2549.1, closure may be considered when:
- the local church no longer serves the purpose for which it was organized; or
- the property is no longer used, maintained, or supported as a United Methodist place of worship.
Declining attendance or finances alone do not necessarily require closure.
The practical question is:
Does this congregation still have a viable United Methodist mission, or has its season of ministry reached completion?
2. Complete the ¶ 213 Assessment
Before recommending closure, the district superintendent must guide an assessment under ¶ 213.
Review:
☐ Membership and worship participation
☐ Financial condition
☐ Leadership capacity
☐ Community demographics
☐ Missional vitality
☐ Property condition
☐ Potential for revitalization
☐ Merger or cooperative ministry options
☐ Alternative uses of the property
Do not treat the ¶ 213 assessment as optional.
Judicial Council Decision 1517 (2025) identified failure to complete the required assessment as a serious procedural defect.
3. Review the Property and Title
Obtain a legal opinion concerning:
☐ Deeds and title
☐ Reversionary clauses
☐ Rights of reentry
☐ Mortgages and liens
☐ Donor restrictions
☐ Endowments
☐ Leases
☐ Other property restrictions
Conference legal counsel or the chancellor should normally be involved before final action is taken.
4. Consult the District Board of Church Location and Building (DBCLB)
The district superintendent and district board of church location and building should consider the future use of the property.
Possible options include:
- another United Methodist ministry;
- a new church or faith community;
- mission or community use;
- leasing;
- redevelopment; or
- sale.
The goal is not merely to dispose of property but to determine how it can continue serving mission.
5. Prepare a Membership Transfer Plan
Under ¶ 229, members of the closing congregation should be transferred appropriately to other United Methodist congregations.
The pastor and district superintendent should:
☐ Identify receiving churches
☐ Communicate personally with members
☐ Transfer membership records
☐ Provide continuing pastoral care
☐ Give special attention to homebound and vulnerable members
A church closes; its members should remain connected to the Church.
6. Respect the Charge Conference
Judicial Council Decision 1507 (2024) held unconstitutional legislation that allowed a church council to bypass the charge conference and petition the annual conference directly for closure.
The church council may:
- study the situation;
- participate in discernment; and
- make recommendations.
But it may not substitute for or bypass the charge conference.
Where closure discernment begins locally, the charge conference’s proper constitutional and disciplinary role must be respected.
7. Obtain the Required Connectional Consents
Ordinary closure proceeds through the district superintendent’s recommendation after the required preparatory work.
The process includes the required concurrence of:
☐ The presiding bishop
☐ A majority of the district superintendents
☐ The district board of church location and building
No single officer should act unilaterally.
8. Annual Conference Makes the Final Decision
The annual conference has final authority to declare a local church closed.
The closure resolution should identify:
- the congregation;
- the grounds for closure;
- the district superintendent’s recommendation;
- required consents;
- the effective date;
- disposition of membership and records; and
- vesting of property.
Upon closure, property vests in the annual conference board of trustees as provided by ¶ 2549.
9. After Closure
Conference Trustees
☐ Secure the property
☐ Maintain insurance and utilities as necessary
☐ Inventory assets
☐ Address leases and contracts
☐ Review restricted funds and endowments
☐ Determine lawful future use or sale
☐ Apply sale proceeds according to ¶ 2549.7
District Superintendent
☐ Complete membership transfers
☐ Collect deeds and official records
☐ Transfer historical materials to archives
☐ Confirm the effective date and conference records
Pastor
☐ Continue pastoral care during the transition
☐ Help members connect with new congregations
☐ Assist with a final worship service or service of closure
10. Emergency Situations
Paragraph 2549.3 permits temporary action between sessions of annual conference when property requires immediate protection.
Examples may include:
- abandonment;
- unsafe property;
- loss of insurance;
- foreclosure;
- absence of functioning trustees; or
- unauthorized attempts to dispose of church property.
Judicial Council Decision 1490 (2023) makes clear:
Emergency or exigent vesting protects the property but does not itself constitute final closure.
The annual conference must later make the final decision.
11. Do Not Use ¶ 2549 for Disaffiliation
This is a critical limitation.
Paragraph 2549 is a closure provision, not a pathway for a congregation to leave The United Methodist Church with its property.
Judicial Council Decisions 1512 (2024), 1517 (2025), and 1518 (2025) prohibit using closure as a pretext for disaffiliation, property separation, or arrangements that return property to departing members through a new entity.
Quick Closure Checklist

☐ Membership-transfer plan prepared
☐ Charge conference role respected

Key Judicial Council Decisions
JCD 1490 (2023) — Emergency vesting is temporary; annual conference makes the final closure decision.
JCD 1507 (2024) — The church council may not bypass the charge conference.
JCD 1512 (2024) — ¶ 2549 is not a disaffiliation or “gracious exit” procedure.
JCD 1517 (2025) — Closure cannot be a pretext for departure; the ¶ 213 assessment is important.
JCD 1518 (2025) — Transfer-and-sell-back arrangements designed to facilitate departure are impermissible.
JCD 1282 (2014) — The urban-center proceeds requirement of ¶ 2549.7 is mandatory.
Bottom Line
A faithful closure under ¶ 2549 should accomplish four things:
Care for the people.
Follow the Discipline.
Protect the property.
Preserve the congregation’s legacy for future mission.
Closing a local church is not simply ending a ministry. Properly handled, it is the connectional Church receiving and redirecting the congregation’s people, resources, history, and witness into the next season of mission.
